What flowers are best for congratulating someone?

When choosing congratulations flowers, consider both the occasion and the person receiving them. Flowers with a teddy bear are a popular choice for a new baby, while flowers combined with wine make a great retirement gift. Not sure what to choose? A colourful bouquet is always a wonderful way to say congratulations.
